Manchester City and Manchester United could be offered the chance to sign Neymar this summer, with Barcelona's crippling financial issues meaning a return to Camp Nou is increasingly unlikely.

An endless saga took place last summer between Neymar and la Blaugrana over a potential return to La Liga, but no such move materialised due to Paris Saint-Germain's high demands, leaving the Brazilian stuck in Ligue 1.

The coronavirus outbreak has made any clubs' purse strings that much tighter, but the Express are claiming that PSG could offer the 28-year-old to either United or City to match the player's desire to leave the capital.

It's no secret that Neymar is desperate for a return to Barça, but it may to come a point where he is forced to give up on that idea and take his leave elsewhere. PSG are willing to part with the forward, but only if the circumstances - money - is right. With a contract running until 2022 and having cost around £200m, that's likely to be a lot.

The Express' report states that it's a case of 'could' be offered, but this has no bearing on whether either of the Premier League duo would be keen on doing business.

United are hot on the heels of Jadon Sancho this summer, while City are locked in the middle of an appeal against their two-year ban from the Champions League - a competition Neymar is desperate to play in.

Both clubs are two of the precious few in world football right now with the financial clout to spend in the summer, and the Express links back to United's previous interest and Pep Guardiola's admiration for Neymar, who joined Barça shortly after he left his role as manager.

On the pitch, however, there have been no concerns for the Brazilian, who netted 18 goals and notched ten assists in 22 games this season, helping PSG to another Ligue 1 title.
